For the most part, you put in whatever needs to be discussed.  The usual form is something to the effect of:

Old Business (anything that has been discussed before)
New Business
Time and Place (set the T&P for the next meeting)

Anything that you know about, you can write in to the appropriate section yourself, making the agenda look a little less anemic.
